The concept of terrorism and terrorist crime within the framework of public international law

Terrorist crimes arouse great international interest due to their spread in countries around the world, and there is no doubt that confronting this phenomenon. The phenomenon of terrorism requires more international efforts to study it and analyze the factors of its development and spread in order to combat it and find solutions to reduce it. Therefore, these efforts would illuminate The way forward is for legislators and decision makers to make their choices more accurate and successful in order to reduce these serious crimes. The topic aims to find a specific concept of terrorism and take a set of necessary measures to reduce the risks of terrorist crimes on individuals and countries, as well as protect the person’s right to security and safety and to enjoy these rights. In my study of this topic, I relied on the legal approach and the historical approach. The research dealt with the concept of terrorism in terms oflanguage and terminology, and the concept of terrorist crime was also addressed, in terms of the concepts, foundations and pillars on which this crime is built. At the conclusion of this research, I reached several results, the most important of which is the necessity of finding acomprehensive, complete and unified definition of terrorism through an agreement. International: It is also necessary to add terrorist crime to international crimes because it affects the integrity of international peace and security as well as the safety and security of humanity.
